What happened at IYC St. Charles?

The State of Illinois has operated a secure facility for boys on the St. Charles campus in Kane County since 1904; since 2006 it has been run by the Illinois Department of Juvenile Justice.³ For most of that time St. Charles was IDJJ's largest facility and its reception center — the place where male youth committed from Northern Illinois were first processed before being assigned elsewhere — so many people held at other Illinois youth centers passed through St. Charles first.² Its population has fallen sharply, from more than 100 in 2016 to a few dozen today, and in January 2024 the State repurposed it as the Phoenix Emerging Adults Career & Education (PEACE) Center, which houses 17-to-20-year-olds in IDJJ custody.^4,5,1 It remains a secure state facility.³

Beginning in May 2024, civil complaints filed in the Illinois Court of Claims on behalf of former detainees allege sexual abuse by staff at Illinois youth centers, including St. Charles, going back to the mid-1990s.^6,7 The complaints grew in waves — to more than 900 former detainees statewide by July 2025, with roughly 70 percent of the claims involving IYC Chicago, Harrisburg, St. Charles, and Warrenville.^8,9 IDJJ has said it cannot comment on the litigation and that all allegations of staff misconduct are investigated with the Department of Corrections, the Illinois State Police, and DCFS.⁷ These are allegations; as of September 2026 no court has ruled on the merits, and no settlement has been reported.

Parts of the broader record are not allegations: the facility has operated under a federal consent decree on conditions since 2012,¹⁰ independent monitors have documented chronic staffing shortages and violence between youth,² and in 2021 a former St. Charles staff member pleaded guilty to felony official misconduct for sexual conduct with an 18-year-old resident.¹¹
